Croatia: HRT releases the voting rules for Dora 2021

HRT, the Croatian broadcaster revealed the voting rules according to which the winner of Dora 2021 and the next Eurovision 2021 representative will be determined.
The rules to regulate the voting procedure of the Croatian national final, Dora 2021, were released toda by HRT elaborating on how the voting process will unwind and the result will come out.
The voting for the best song that will represent the Republic of Croatia at the Eurovision Song Contest 2021 will be inflienced by jury voting and the voting of viewers by telephone calls and SMS messages (televoting) . If there is a tie between the judges and the spectators' vote, the winning song will be the one that received more viewers' votes by telephone and televoting.
In case of cancellation of the performance of one or two performers by February 1, their place is taken by the first second, third or fourth reserve. In the event that five or more performers give up, or if the performers give up after February 1, their ordinal number, song ordinal number, or telephone line becomes inactive, and accordingly they are not included among the songs that are scored.
The jury voting
HRT centers where the jury will be located are: Čakovec and Varaždin, Rijeka, Pula, Osijek, Zadar, Knin and Šibenik, Split and Dubrovnik.
Each jury consists of 3 (three) members: one HRT employee (HR music editor or music journalist), one HDS member and one HGU member.Each member of the jury ranks the songs from 1st to 14th place (with the best song in the 1st place, and the worst in the 14th place) and their results, after the rehearsal, which he watched in full, certifies with a handwritten signature.The results of the individual jury are entered into an electronic system for processing votes.
After the results of individual members of the judging panels are added up, they are ranked and the 10 (ten) best ranked songs get the total scores of the judging panels. Judges' points can be: 1, 2, 3, 4, 5, 6, 7, 8, 10 and 12, with 12 (twelve) points awarded to the highest ranked song, and 1 (one) point to the tenth ranked song.
The total number of points of each jury is 58 points. The total number of points of all ten juries is 580 points.
In case two or more songs are ranked equally by a single jury in HRT centers, Vukovar Correspondence or Zagreb, the order will be determined by manual voting in such a way that members of the judging courts raise their hands to decide which song gets the most points.
The members of the judging panels are obliged to follow the dress rehearsal, vote conscientiously and wait for the voting to end in full. Judges are dissolved only when their votes have been verified and points have been awarded. The jury will vote on Friday, February 12, 2021, during the dress rehearsal.
Televoting
Viewers can vote for an individual song via phone calls (from fixed and mobile networks) or by sending an SMS (televoting). The maximum number of votes from one subscriber number is 10.
The hosts of the competition will invite viewers and listeners of the HRT program to vote for the song of their choice. Voting begins when announced by the competition leaders and will last 10 minutes. During that time, HRT will broadcast the so-called recap (short display of all songs with indicated voting numbers).
The total number of points of the spectators is equal to the total number of points of all judging courts and amounts to 580 points.An individual song receives viewer points based on a percentage of the total number of points for televoting (580 points) in proportion to the percentage of the total number of votes received (by phone and SMS).The Result
The final order from 1st to 14th place is determined by adding up the points of the judging panels (jury) and voting of the spectators via phone calls and SMS messages (televoting). In the case of the same sum of total points (judging panels + viewers' voting via telephone calls and SMS messages (televoting) for two or more songs, the better placement is achieved by the song that has more viewer points collected via telephone calls and SMS voting (televoting).
The competition for DORA 2021 consists of one show that will be held in Opatija on February 13, 2021, where 14 songs will compete, and the winning song will represent the Croatia at the Eurovision Song Contest 2021.
Croatia in Eurovision
Croatia debuted at the Eurovision Song Contest in 1993 with the group Put and their entry Don’t ever cry. In 1996 Maja Blagdan and in 1999 Doris Dragovic, finished in 4th place in the Grand Final, marking the country’s best results so far in the competition.
In 2018 Croatia selected internally Franka Batelic to represent the country in Lisbon with her song Crazy. Despite her dynamic performance she failed to qualify to the Grand Final.
In 2019, Croatia determined its Eurovision act through the return of national selection “Dora”. Roko won Dora 2019 and represented Croatia at the 2019 Eurovision Song Contest with his entry The Dream. Despite his amazing vocal performance the Croatian artist didn’t make it to the final.
Damir Kedzo won last year's national final with his entry "Divlji Vjetre" but never had the chanece to perform on the Eurovision stage in Rotterdam as the contest was cancelled due to the covid-19 pandemic.
